The Ontario Immigrant Nominee Program (OINP) is the province's economic immigration program. It works in partnership with the Government of Canada through Immigration, Refugees and Citizenship Canada (IRCC).

 

The OINP recognizes and nominates people for permanent residence who have the Ontario economy's skills and experience. Foreign workers, international students and others with the right skills, experience and education, apply to the OINP for a nomination. The Government of Canada makes the final decision to approve applications for permanent residence. There are three ways you may qualify for a nomination:

 

*Employer job offer category: for workers who already have a permanent job offer from an Ontario employer

*Human capital category: for workers who have valuable work experience, education, language skills, and a profile in Canada's Express Entry system; or for graduate students

*Business category: for entrepreneurs looking to start a new or buy an existing business in Ontario

Employer Job Offer Category

Foreign Worker stream: for workers in skilled positions

This stream is open to foreign workers in and outside of Canada. It gives foreign workers a job offer in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC) the opportunity to apply for a nomination from the OINP to live and work in Ontario permanently. This stream is now operated under an expression of interest system. You can only apply if you first register an expression of interest and are invited to apply.

Applicant criteria:

  • *you have an offer of full-time employment in NOC 0, A or B with an Ontario employer; and the offered wage rate meets or exceeds median wage level.

  • *you have 2 years previous work experience within past 5 years in same occupation.

  • *if you are applying from inside Canada, you have valid immigration status, including implied status.

Employer criteria:

  • *the employer has had a business premise in Ontario for min previous three years

  • *the employer in compliance with Provincial regulations

  • *if the business is located in Greater Toronto Area, the business has min gross annual revenue of CAD $1 million-plus at least five full-time employees who are Canadian citizens or PR at your work location

  • *if the business is located outside of the Greater Toronto Area, the business has min gross annual revenue of CAD 500,000 plus at least three full-time employees who are Canadian Citizens or PR at your work location

  • *must provide proof of efforts to recruit local applicants if the candidate is not currently working in Ontario

Application fee: CAD 2000 for applicants with job offers in the Greater Toronto Area; CAD 1500 for applicants with job offers outside of the Greater Toronto Area

International Student stream: for recent graduates in Ontario

International Student stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It gives international students with a job offer in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC) to apply for a nomination from the OINP to live and work in Ontario permanently. This stream is open to international students in and outside of Canada. This stream is now operated under an expression of interest system. You can only apply if you first register an expression of interest and are invited to apply.

Applicant criteria:

  • *you have an offer of full-time employment in NOC 0, A or B with an Ontario employer; and the offered wage rate meets or exceeds the low wage level.

  • *you have completed a degree or diploma of min 2-year duration from an eligible Canadian institution; OR a one year program that requires the previous completion of a degree.

  • *you apply within two years of completing your studies.

Employer criteria:

  • *the employer has had business premises in Ontario for min previous three years

  • *the employer in compliance with Provincial regulations

  • if the business is located in Greater Toronto Area, the business has min gross annual revenue of CAD 1 million-plus at least five full-time employees who are Canadian citizens or PR at your work location

In-Demand Skills stream: for intermediate skilled workers in specific sectors, such as agriculture, construction, trucking and personal support workers

In-Demand Skills stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It gives foreign workers with a job offer in specific in-demand occupations, such as in agriculture, construction, trucking, personal support work, and other select occupations, the opportunity to apply to live and work in Ontario permanently. This stream is open to foreign workers in and outside of Canada. This stream is now operated under an expression of interest system. You can only apply if you first register an expression of interest and are invited to apply.

In-Demand Skills stream: for intermediate skilled workers in specific sectors, such as agriculture, construction, trucking and personal support workers

Applicant criteria:

  • you have an offer of full-time employment with an Ontario company, and the offered wage rate meets the median wage level

  • your job offer is in one of the following NOCs, anywhere in Ontario:

    • NOC 3413 – Nurse aides, orderlies and patient service associates

    • NOC 4412 – Home support workers and related occupations, excluding housekeepers

    • NOC 7441 – Residential and commercial installers and servicers;

    • NOC 7521 – Heavy equipment operations (except crane);

    • NOC 8431 – General farmworkers;

    • NOC 8432 – Nursery and greenhouse workers;

    • NOC 8611 – Harvesting labourers;

    • NOC 9462 – Industrial butchers, meat cutters, poultry preparers, related workers

  • your job offer is in one of the following NOCs and is outside of the Greater Toronto Area

    • NOC 9411 – Machine operators, mineral and metal processing

    • NOC 9416 – Metalworking and forging machine operators

    • NOC 9417 – Machining tool operators

    • NOC 9418 – Other metal products machine operators

    • NOC 9421 – Chemical plant machine operators

    • NOC 9422 – Plastics processing machine operators

    • NOC 9437 – Woodworking machine operators

    • NOC 9446 – Industrial sewing machine operators

    • NOC 9461 – Process control and machine operators, food, beverage and associated products processing

    • NOC 9523 – Electronics assemblers, fabricators, inspectors and testers

    • NOC 9526 – Mechanical assemblers and inspectors

    • NOC 9536 – Industrial painters, coaters and metal finishing process operators

    • NOC 9537 – Other products assemblers, finishers and inspectors

  • you have a min 9 months cumulative work in Ontario within three years of application

  • you have an education equivalent to at least a Canadian High School Diploma

  • you score a min CLB 4 on language test results

  • if you are applying from inside Canada, you have valid immigration status, including implied status

Human Capital Category

International graduates

These streams operate under an expression of interest system. To qualify under the Master's Graduate or Ph.D. Graduate streams, you must create a profile in the OINP e-Filing Portal, then register an expression of interest for your graduate stream. You must have received an invitation to apply and apply within two years of getting your graduate degree from an eligible Ontario university.

 

Masters Graduate Stream

The Master's Graduate Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It gives international graduates with an Ontario master's degree the opportunity to nominate from the OINP to permanently live and work in Ontario. This stream is now operated under an expression of interest system. You can only apply if you first register an expression of interest and are invited to apply.

Applicant criteria:

  • you have completed a Master’s degree of min 1 year from an eligible Ontario Institution

  • you have obtained a min CLB 7 on language test results

  • you have resided in Ontario for at least one year within the previous two years

  • you have sufficient financial resources to settle in Ontario

  • you are either living in Ontario or outside of Canada

  • you will apply within two years of completing your Master’s degree

  • no job offer required

  • you cannot apply if you are enrolled in further academic studies, except if *you are also working on a full-time basis

 

Application fee: CAD 1500

PhD Graduate Stream

The Ph.D. Graduate Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It gives international graduates with an Ontario Ph.D. degree the opportunity to nominate from the OINP to live and work in Ontario permanently. This stream is now operated under an expression of interest system. You can only apply if you first register an expression of interest and are invited to apply.

Applicant criteria:

  • you have completed a Ph.D. degree from an eligible Ontario Institution and completed at least two years of the requirements while living in Ontario

  • you have resided in Ontario for at least one year within the previous two years

  • you have sufficient financial resources to settle in Ontario

  • you will apply within two years of completing your Ph.D. degree

  • no job offer required

 

Application fee: CAD 1500

Ontario’s Express Entry

These streams operate through the federal government’s Express Entry System. To qualify under Ontario’s Express Entry streams, you must have received a notification of interest from Ontario and have an up-to-date profile with your most current work experience, language tests and education in the federal government’s Express Entry system.

Express Entry French-Speaking Skilled Worker stream

Ontario’s Express Entry French-Speaking Skilled Worker Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It gives French-speaking skilled workers with strong English language abilities to apply to live and work in Ontario permanently.

You must have a valid profile in Immigration, Refugees and Citizenship Canada’s (IRCC’s) Express Entry system and receive a Notification of Interest from Ontario before you can apply online to be nominated by the Ontario government for permanent residence. If you are nominated, your next step is to apply to the federal government through IRCC. They make the final decision on who becomes a permanent resident.

Applicant criteria:

  • you have a valid profile in the Express Entry pool

  • you qualify for either the Federal Skilled Worker Program or the Canadian Experience Class

  • you have a min one-year work experience in the same occupation within the past five years (Federal Skilled Worker criteria) or within the past three years (Canadian Experience Class criteria)

  • you have indicated an interest in living in Ontario when completing your EE profile

  • you hold an education equivalent to a Canadian Bachelor’s Degree

  • you scored a min CLB 7 in French and min CLB 6 in English on a valid language test

  • you have financial resources to settle in Ontario

Express Entry Human Capital Priorities stream

Ontario’s Express Entry Human Capital Priorities stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It gives foreign workers with the required skilled work experience, language abilities and education the opportunity to apply to live and work in Ontario permanently. You must have a valid profile in Immigration, Refugees and Citizenship Canada’s (IRCC’s) Express Entry system and receive a Notification of Interest from Ontario before you can apply online to be nominated by the Ontario government for permanent residence. If you are nominated, your next step is to apply to the federal government through IRCC. They make the final decision on who becomes a permanent resident.

Applicant criteria:

  • you have a valid profile in the Express Entry pool

  • you qualify for either the Federal Skilled Worker Program or the Canadian Experience Class

  • you have a min one-year work experience in the same occupation within the past five years (Federal Skilled Worker criteria) or within the past three years (Canadian Experience Class criteria)

  • you have indicated an interest in living in Ontario when completing your EE profile

  • you hold an education equivalent to a Canadian Bachelor’s Degree

  • you scored a min CLB 7 on a valid language test

  • you have financial resources to settle in Ontario

  • you achieved the min CRS score as determined by OINP

Express Entry Skilled Trades stream

Ontario’s Express Entry Skilled Trades Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It gives foreign nationals with Ontario work experience in eligible skilled trades the opportunity to apply to live and work in Ontario permanently. You must have a valid profile in the Immigration, Refugees and Citizenship Canada’s (IRCC’s) Express Entry system and receive a Notification of Interest from Ontario before you can apply online to be nominated by the Ontario government for permanent residence. If you are nominated, your next step will be to apply to the federal government through IRCC. They make the final decision on who becomes a permanent resident.

Applicant criteria:

  • you have a valid profile in the Express Entry pool

  • minimum one-year work experience in the same occupation within past two years in Ontario; work must be within a skilled trade occupation listed in Minor Group 633 or Major Group 72,73, or 82 of NOC

  • you hold a valid Trade Certification if required for your occupation in Ontario

  • you indicated an interest in living in Ontario when completing your EE profile

  • you are currently residing in Ontario with a valid work permit or implied status

  • you scored a min CLB 5 on a valid language test

  • you have sufficient financial resources to settle in Ontario

 

Application fee: CAD $1500

Business Category

Entrepreneur stream

The Entrepreneur Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). This stream is for entrepreneurs outside Canada interested in starting a new business or buying an existing business in Ontario. It gives an entrepreneur (and up to one foreign national business partner) the opportunity to be nominated for permanent residence once their company has been established in Ontario. If you are selected, the next step will be to apply to the federal government through Immigration, Refugees and Citizenship Canada (IRCC). They make the final decision on who becomes a permanent resident.

​

Applicant criteria:

  • you have a min 2 years experience as a business owner or senior manager in the past five years

  • if the business is located in the Greater Toronto area: min CAD 800,000 net worth; min personal investment of CAD 600,000; min ownership of 33 1/3%; create at least two full-time jobs for Canadians

  • if the business will be located outside of Greater Toronto Area (GTA): min CAD 400,000 net worth; min personal investment of CAD 200,000; min ownership of 33 1/3%; create at least one full-time job for a Canadian

  • if the business is within the ICT/Digital Communications sector, regardless of Ontario location: min CAD 400,000 net worth; min personal investment of CAD 200,000; min ownership of 33 1/3%; create at least one full-time job for a Canadian

  • you will provide active, ongoing management of the business and reside in Ontario a min of 9 months of the year

  • your business will generate a profit

  • you score a min CLB 4 on a valid language test

If purchasing an existing Ontario business, additional criteria apply:

  • you must make at least one business visit to Ontario within 12 months of registering with the OINP

  • business must have been in continuous operation by same owners for previous 60 months

  • purchase must transfer 100% of ownership to applicants

  • you must use at least 10% of your investment to improve or expand the business

  • it would help if you preserved all current jobs plus create the required additional new jobs

  • The main applicant and one business partner are permitted to apply. Both individuals must meet all of the eligibility criteria.

  • If the OINP accepts your business plan, you are issued a work permit support letter to enable an application for a work permit to establish the business.

  • You have 20 months from the arrival date to establish your business and meet the required benchmarks for nomination. Your application is monitored for 36 months after nomination to ensure the requirements continue to be met.
